But the Geneva-based organization, which is part of the United Nations, said a pandemic wasn‘t inevitable and didn‘t recommend that countries try to control travel or close their borders.

Level 5 is considered a signal that a pandemic is imminent. Level 6 indicates a global pandemic is under way.
